My guess is it is a part of a revolving shop window display. Probably for something light such as jewellery or wool. A disc of cardboard placed over the outstretched arms, and silk draped over it all. There would presumably be a battery operated motor so that the whole thing revolved slowly. Any previous shop owners in your family?

Purely the concertina thing that swivels on the tripod (so to speak)
