As said previously, governing that is an impossibility due to the advent of VPN usage and that IP addresses constantly change on mobile networks. Home networks aren't always static either and can change.

Me too, but equally some other sites have slow connection e.g. SWA.
I’ve been told that servers respond slower in hot weather
